District 3 - Commissioner Stephen F. Gorden

Steve directs an organization that confidentially advises a select group of water and wastewater utility managers, boards of directors, and chief executive officers on strategic and organizational issues; assists with initiating open market strategies within the public sector.

He has served as the Vice President of Corporate Development for American Water Works Service Company and was an officer of that company and President of American Water Resources - this was a startup company producing $4MM earnings in 2002 and scheduled of $10MM in 04. The Corporate Development effort was to develop and lead an increase in customer services through the expansion of the client, customer, and community base for the whole organization.

Prior to joining American Water, Steve served as the Managing Director of Detroit Water and Sewerage Department for six years, the 3rd largest water/wastewater organization in the United States. This utility served 42% of the population of Michigan and 127 additional communities outside of the City. Through Steve’s efforts the utility convinced the community customers to accept 5% to 7% annual rate increases for those 6 years in order to reinvest in the capital refurbishment of the infrastructure – its needs were $10Billion over 20 years. He also reorganized the senior management level, aligned the business line structures, and initiated technical trade education to upgrade existing personnel’s job opportunities.

In addition, Steve has served on many national public boards and was President of the American Water Works Association 1999-2000, the world’s largest professional water organization with 57,000 members. From 1993 to 1998, he served as the Chairman of the Water Utility Council and was responsible for national water legislation, bringing forth the one trillion dollar infrastructure issue to Carroll Browner, the then Administrator of USEPA.

Steve holds a Bachelor of Science degree in Chemical Engineering plus certificates in management from the University of Maine and an MBA from the University of New Hampshire, Whittemore School of Business.
