Cumberland County Information Technology Department Staff
The County IT Department has four full time employees.
John Joy, the Director, is located in the Law Enforcement Center in Portland, ME. In addition to all of the administrative duties that come with being a Dept. Director, John is the in-house "Guru" for the Sheriff's Office CAD system (Spillman), as well as the third tier support for the entire county. John started the County's IT Department in March 1996 and enjoys seeing how much the technology has changed since then. John lives in Portland with his wife, Jean, and loves to spend time with his grandson watching Redsox Games.
Aaron Gilpatric, the Systems Administrator, is also located at the Law Enforcement Center in Portland, ME. Aaron has over 10 years of various computer and networking experience. He handles all of the second tier support as well as server, database & network management. In addition to being the County's "go-to guy" for IT, Aaron and his wife Bethany enjoy their time being outdoors - especially on the Harley during the summer months.
Angela Berube, Web Designer & Digital Graphics Specialist, is located in the Emergency Management Agency "Bunker" in Windham and is responsible for all three of the Cumberland County websites, Facebook pages, as well as designs many of the county's print media items such as Annual Reports and the county's monthly newsletter - the Cumberland County Chronicle. With almost 14 years of experience in the high-tech industry, Angela also provides first tier IT support to the entire county and maintains the County's Pagegate paging system. Angela lives with her husband Craig in Hiram and enjoys spending time playing with her young children in the surf and snow.
John Moran, Public Safety Software Specialist, is also located in our Windham campus in the Regional Communications Center upstairs from Angela. In addition to providing first tier IT support to the entire county, John also manages all GIS projects in the county as well as maintaining a county-wide emergency notification system - Citywatch. John maintains the IMC CAD system as well as helps update and maintain the Spillman CAD system. With over 10 years of Public Safety and computer experience, John is our resident self-proclaimed "geek". When John is not "geeking" out on his computers at home, he is enjoying his time with his fiancee Jessica and their 2 dogs, 2 ferrets and 2 cats at home in Limington.
