Drug Free Communities (DFC) is a federal program overseen by the Office of National Drug Control Policy (ONDCP). The DFC program provides grant funding for community coalitions to prevent youth substance abuse through coalition-building and environmental strategies (for example policy, media, parent gatherings, and law enforcement) to change community attitudes and availability of substances.
In September 2010, Cumberland County recieved a grant of $125,000/year for five years to act as fiscal sponsor for Casco Bay CAN, the coalition that serves the includes Falmouth, Cumberland, North Yarmouth, Yarmouth, Freeport, and Pownal. From 2007 to 2010 Casco Bay CAN was mentored by 21 Reasons, the coalition from the City of Portland's Healthy Casco Bay HMP which receieved a federal DFC Mentoring grant (ending Sept 2010). Coalition members include the DA's office, municipal police departments, schools, youth organizations, and parents.
