Commissioner Richard Feeney was appointed to fill the unexpired term of his late son Commissioner Peter J. Feeney in 2000 by then Governor Angus S. King Jr. He successfully won the seat in the General Election of November 2000. He was again re-elected in 2004 and in 2008. He was appointed to Chair the Board of Commissioner in 2003 and 2007. Presently Commissioner Feeney is the Board Liaison to The Cumberland County Civic Center, Vice Chair of the CDBG Municipal Oversight Committee and a member of the CDBG review selection committee. Further is an Advisory Board member for My Sister's Keeper, a faith based mentoring program for females in transition from the Cumberland County Jail back into society. Also a member of The Cumberland County Concerned Partners committee which is made up of Grant Agencies recipients from Cumberland County and local elected officials.

Commissioner Feeney is a widower, having lost his wife Nancy after 45 years of marriage. He resides in South Portland and is a member of St. John the Evangelist Church. He has two remaining children Gregory and his wife Michelle and Daniel with his wife Jeanne. He also has 4 grandchildren and one great-grandchild.

His hobbies include reading military history and has a passion for golf. Each morning he reads the Portland Press Herald, N.Y. Times Op-ed page and his e-mails. Commissioner Feeney is a member of the Appalachian Mountain Club. His favorite Presidents are Harry S. Truman (a former County Commissioner) and Lyndon B. Johnson. People he would invite for dinner are Don Imus, his late son Peter and wife Nancy. He currently is beginning to read the First World War by John Keegan.

The most adventurous thing he has done is attempt to climb Mt. Washington in the winter and take his sons and grandson to Ireland for a golfing holiday.
