Exception Rule List

One quarter of census block groups in our 25 member communities qualify for area-wide activities under the exception rule.
Each community is assigned a score from 0 to 10 points based upon two factors: (1) Percent of low/moderate income residents of the total community population and (2) percent of low/moderate income residents in the 25 communities of the Cumberland County Entitlement Jurisdiction.
